To what extent these findings represent the nature and efficacy of formal training
programs in emerging educational systems remains speculative at best. The field does
not possess sufficient data to develop the theory of educational administration
preparation to include a global perspective. Given the paucity of evaluative research on
educational administration programs in emerging systems, this study was an attempt
to remediate this deficiency and to examine the extent to which findings generated
from newly emerged educational systems correspond with findings generated from
developed ones. Palestinian universities, being relatively newly emerged higher
educational system, served as an ideal study for such research.
