The evaluation needs of teachers have been weighed heavily in making decisions about content converage and emphasis, but consideration also has been given to the needs of administrators, counselors, instructional designers, and researchers. The goal has been to the foster understanding and application rather than simply to provide information. But the level is intended to be introductory ; no previous study of educational measurement or statistics is expected.
