There is no general consensus on the definition of a safety program. However, several meanings have been defined, and most of them show similarity. Anton (1989) defined a safety program as "the control of the working environment, equipment, procedure, and the worker for the purpose of reducing accidental injuries and losses in the workplace." The Oregon Occupational Safety and Health Division (2002) stated "workplace safety and health program is a term that describes what people (business owners, managers, and employees) do to control accidents and injuries at work.
