Although the usual practice in safety management is to administer an accident-prevention program out of a safety unit located within the human resources function,committees have become an important adjunct in this area, as they have in wage and salary administration. The primary reason for this development appears to be that widespread acceptance and cooperation are essential to the success of any safety effort. To the extent that a large number of individuals throughout the company can be involved in the program and made to feel a part of it, actual implementation of decisions related to safety is likely to be facilitated. It is important that those at the higher levels of management, as well as those at lower levels, feel this sense of involvement.
