The subjects of this study were all full-time employees with their managers who working in the public service department in Malaysia. This study surveyed 162 respondents. The sampling frame of the respondents was obtained from several ministries in Putra Jaya city. The sampling frame consisted of managers and employees. The respondents were from five organizations. The organizations were selected by simple random sampling. In each organization, selection of participants was based on cluster random sampling. This study employed self-administered questionnaires as a means of collecting data.
