Before entering on that study, however, it is needful:
To take some account of what others have done in the same line; that is to say, of the history of the study.
To ascertain just what is its subject-matter.
To determine just what are the best methods by which to develop it, and the most clarifying political conceptions to carry with us into it.
Unless we know and settle these things, we shall set out without chart or compass.
