Developing the Details
In developing the format and details of the Appendix 1b Plan, the following principles and approaches are recommended.
• Discussion with Industry is essential both to get best outcome (industry has the best insights into practical issues) and to ensure industry commitment to the final Plan.
• As the Plan must serve the community it is important to consider options and impacts from the subscriber perspective. This however is not to the exclusion of industry perspective which will be important in terms of practicalities and acceptance.
• Accepting that some disruption is inevitable, the new plan should minimise disruptions subject to achieving a workable and acceptable plan. For example, the areas of high subscriber density (being also the areas of highest commercial density) should be able to retain all or most of their current subscriber number. This approach has been incorporated into Appendix 1b (about 80% of all customers are not impacted as are the commercial centres of Vientiane, Savanakhet, Xaiyabuly and LouangPrabang) , the example database and the example Numbering Administration Manual.
• Where change is necessary, that change should be publicised and adequate time allowed for adaptation by the subscribers.
• A new plan should ensure there are at least two digits completely spare for new services or unanticipated demand growth.
• The numbering administrator should focus on the Number Plan; the operators on their own dial plans. In a competitive multi-provider environment, each operator will have their own approach to dial planning. Accordingly the numbering manager of the regulator should provide the strategic framework of the number plan but not intrude into the tactical issue of dial planning, (which is appropriately left to the operators).
• As telecommunications numbers are a key input to the telecommunications industry, operators should have maximum freedoms (subject to best practices management) to arrange their business strategies and marketing as they see fit.
• Procedures supporting the introduction, and operation of the number plan should be clear, non-discriminatory, transparent and available to all. The example Numbering Administration Manual that is included with this report is an example of approach.
• Number use efficiency is an important aspect of a future administration and the administration processes should encourage efficiency. However this may need to be tempered to some extent by user preferences.
