5.3.1 Characteristics of the Vocational Ability Evaluation Standards
(1) In addition to the knowledge and skill/technology that should be held in order to implement work
effectively and efficiently, the standards also specify the action that will result in achievements.
(2) The content of the work is segmented and summarized in a certain unit called “ability unit.” By
combining these ability units, it becomes possible to cope with the composition of duties in each
company and wide variety of duties for individual workers.
(3) The standards are set by selecting occupations, and duties are from the perspective of improving the
competitiveness of the industry and human resources development, and considering the human
resources needs in the industry.
(4) The standards can be utilized not only for evaluating vocational ability but also as a guideline for career
formulation and capacity building.
