Brunsdon and Smith (2004) described the need for impact assessments requirements, similar to the World Bank’s recommendations for assessing needs, identifying priorities, and planning recovery, where one of the first activities usually undertaken is the assessment of damage and the impact of the damage on the community. The World Bank’s Rapid Damage and Loss Assessment (DaLA) methodology provides a way of undertaking the assessment activity, where DaLa incorporates physical damage, losses from that damage and assessments of social, economic, and environmental impacts.
