The qualification of fishers for membership in a fishing area is well defined. To qualify to be an FCA member, a fisher must have resided in a fishing village and engage in fishing activities in a designated fishing ground for at least 90 days (NPFMRI, 2012). A fisher cannot be a member of more than one FCA and is, in practice, excluded from fishing in the fishing grounds of other FCAs (NPFMRI, 2012). A fisher must become a member of an FCA to be able to fish in the FCA's designated areas identified by the common fishery rights.
