A wastewater tariff schedule was agreed upon by the People's Committee of Ho Chi Minh City. The tariff increased from a baseline of 250 Vietnamese Dong/m3 in 2007 to 480 Vietnamese Dong/m3 in 2012. Even though this represents a higher tariff than the target of 450 Vietnamese Dong/m3, this target was not updated after 2009 so it is difficult to know what the tariff level should have been by completion. Moreover, as mentioned earlier, financial sustainability requires consideration of costs as well as of revenues. Wastewater tariffs are still low compared to other cities in Vietnam and cover only 10% of the water bill (ICR, p. 14). SCFC will increase its operations and maintenance cost in 2013 with the operation of the pumping station and will need higher tariffs to be established (ICR, p. 39), though revenue from tariffs has been steadily increasing since 2001.
