Guidelines like those outlined by TRUST,
in conjunction with independent auditing, are a start. Government agencies, in conjunction with the industry, should consider establishing an 'Internet' consumer's bill of rights. This bill would categorically outline the legal policies that Web sites must follow and the remedies for redress available to consumers or visitors to the sites who have suffered harm. There should be substantial penalties for those sites and their owners who fail to address the fundamental issues described in this bill.
