Triggered by the 2001 terrorist attack, strengthening export control was regarded as an urgent issue at global summit meetings or United Nations. And strengthening customs surveillance or suspicious boat watching was agreed.
In 2004, United Nation Security Council Resolution fifteen-forty was adopted. This resolution obligated all the member states to prevent sensitive goods and technologies from reaching to non- state actors or terrorists. Specifically,the followings have been obligated.
1. Prohibition of providing any from of support to non-state actors who attempt to develop or acquire weapons of mass destruction.
2. Enacting and enforcing appropriate effective laws prohibiting not only any non-state actor to develop or acquire weapons of mass destruction, but also anyone to support or provide financial aid with non-state actors.
3. taking and enforcing effective measures to establish domestic controls to prevent the proliferation of weapons of mass destruction. Such measures include those for securing and protecting WMDs and related items, banning unlawful trade or brokerage and enacting appropriate effective laws concerning export, passing, transshipment or re-export of such items.
