The government's plan to fast-track infrastructure development projects, especially the city mass-transit system in Bangkok under the public-private partnership (PPP) programme, is more than welcome. These projects are worthy because they will not only boost the country's economy, but also upgrade the quality of life for urban residents.
The fast-track PPP plan -- which is being pushed by the State Enterprise Policy Office (Sepo), under Ekniti Nitithanprapas -- will shorten the PPP implementation process from two years to nine months. Most PPP projects possess distinctive characters: they are projects with a high investment value and for those involving mass-transit infrastructure development, they will take longer to complete given the construction process.
The key concept of the fast-track PPP plan, which received the cabinet nod earlier this month, is: "a joint work between the state and private agencies involved", starting from project planning and drafting until tender bid opening. To become a success, it requires a strong spirit of teamwork, much like a symphony orchestra ensemble.
The Sepo said it expected a number of mass-transit projects to be proposed next year under the PPP mechanism on top of to the Pink Line elevated train from Khae Rai to Min Buri (worth 56.7 billion baht), the Yellow Line from Lat Phrao to Samrong (valued at 54.7 billion baht), the extended Blue Line covering Hua Lamphong-Thon Buri, Phetkasem-Charansanitwong-Bang Sue, and two new motorway routes linking Bang Pa-in to Korat and Bang Yai to Kanchanaburi. The overall value of these projects adds up to 330 billion baht.
Needless to say, the PPP mechanism will unveil a new era in the mass-transit sector. These projects should make life a lot easier. Regarding Bangkok's notorious traffic woes, I think we can no longer tolerate sluggish infrastructure development projects carried out by the state. Though it is clear that the rail system is the only way to solving Bangkok's gridlocked rush-hour traffic, the current system has been developed at a painstakingly slow rate, with the network stretching less than 100km over the past decades.
The bad city traffic has high social costs. City buses, run by the Bangkok Mass Transit Authority (BMTA) and concessionaires, are far from being efficient. Bus commuters suffer on overcrowded vehicles that remain scarce during rush hours due to bus shortages. Not to mention that most vehicles, especially the non-air con types, are old and not up to scratch for the roads.
It's the poor public bus service that drives people who can afford private cars to acquire them, worsening city traffic conditions. Motorists stuck for a long time in traffic tend to vent their frustration on the road, making it a potential cause of road accidents.
It should be noted that Thailand's roads are ranked the second deadliest in the world by the Transportation Research Institute of Michigan University, with road fatalities at 44 per 100,000 population per year. It comes second to Namibia, with 45 per 100,000 population -- compared to the world average of 18 per 100,000.
Even though the PPP in the transport sector deserves our support, a few questions remain. As I mentioned above, the PPP mechanism demands good teamwork, a skill that Thais are not familiar with.
But that can be improved. In fact, we have made some progress. In the field of sports, the success of our football teams has showed that such a teamwork culture can be well adopted.
Apart from reducing the time in the project approval process, speedy construction should be one of the criteria for the state to select a successful developer. But in doing so, we must ensure that the fast-track nature of PPP project will not compromise safety standards.
