Article 14 is devoted to the creation and envisaged role of a ‘High Council’. The Council shall be made up of a representative at the ministerial-level from each of the signatories. The role of the Council should be to take “cognizance” of existing disputes or situation, which could potentially threaten regional “peace and harmony” (TAC). The High Council is envisaged as “a continuing body”, i.e. it should have been established in 1976.
