In much of South Asia, women’s seclusion
restricts their participation outside the household and their
presence in public places, particularly among men, is discouraged
and can often lead to intra-household conflict. Women’s
personal attributes also affect their decision to participate
(Agarwal, 2000). Singh, Jacks, and Bhattacharya (2005) point
out that the sociocultural context is central to making community
water supply projects effective.
