Steroids do not have any adverse effects on the central nervous system other than to help them aid in the recovery process. As the previous answer noted, it is near impossible to overtrain while on steroids because of the effect that steroids can have on your body's nerve receptors. This does go away quickly once the user stops the steroid usage.
As for other side effects, there are plenty. The most frequent ones are the side effects that are brought on by the manipulation of the reproductive hormones. Some user become infertile because the level of testosterone never fully recovers. Others develop male breasts, which are permanent and can only be removed surgically. Some users also get excessive skin acne, mostly on their back, shoulders, and chest. These can leave huge scars.
Then there are the psychological effect of steroids. Most users have sense of superiority and arrogance that come with infusion of extra androgens. This can lead to the person becoming a major jerk. It can also lead to the person becoming uncontrollable due to the heightened state of the ego. Also, there is "roid rage," which is very frequent, although many users claim that they have never experienced it. The rage is usually not apparent to the user because of the users ego and the denial that the user has that the drugs are affecting them in a negative way. They are afraid that it will force them to quit taking the steroids and thus they will have to give up the euphoric feeling they have and the all the muscle gains. Rage can be controlled, but the user must first admit they have a problem and then start to conscientiously deal with it every moment they think they might be getting upset. Anyone with a history of depression or anger issues should take steroids as they will magnify those issues to the point where the user will not be able to control them.
Another issue is the internal damage that steroids can do. Oral steroids can promote liver damage when they are transported to the blood from the digestive system. They can also cause pancreatic cancer for this same reason. Steroids also effect the ateries. They cause good cholesterol levels to go down and bad levels to up. This cause a build up of fats along arterial walls. It also causes the areterial walls to harden. This usually leads to a heart attack later on in life. Shwarzenegger, Ferrigno, and Lee Haney are notable steroid users who have had to have open heart surgery do to the hardening of the arteries.
Steroids also effect you joint and tendons. The joints and tendons do not grow as fast as the muscle does when using steroids. So the extra strain that has been placed on them by the sudden increase in weight causes them to start breaking down. Barry Bonds recently had two major knee surgeries done because the cartilage in the knee had been completely worn out because of his sudden weight gain. Another less prominent sports figure that cut his career short because of the same thing was LaVar Arrington. He had to have several knee operations by the time he was 28. He also had a blown achilles tendon in his last season, which forced him into retirement. Arrington has denied steroid use, but by looking at him and his build it is apparent. Another admitted user with the same problems is David Boston.
Some other effects are having an overdeveloped upper-body and disproportioante legs. Depression in between cycles. "Bigorexia" when the user feels as though they are not big enough and begins to take more steroids to compensate.
As the other posters claim that steroids are safe when taken properly, the problem there is that no one knws what the proper amount is until after negative side effects start. By then, it could be too late. Also, the chances of there being negative effects later on in life are apparent even in mild users.

I have been around steroids and users for half of my life. I have tried them and know people who still use them. I have seen it all in the way of steroid side effects.
