Technically speaking, the restaurant can also include “food delivery or takeout”
in its business scope. However, in practice, when the restaurant applies
for the catering service certificate with the local Food and Drug
Administration Bureau, certain local authorities (e.g. certain district-level
authorities in Shanghai) may not grant approval (especially for small-size
restaurant) as the food consumption for “take-out” services is unpredictable
and the authorities are unable to assess whether the restaurant would have
enough resources to handle “take-out” services while ensuring the food
safety and quality. Therefore, before adding the for the “food delivery/takeout”
into the business scope, the foreign investor is recommended to
communicate with the local authorities on the feasibility of granting
approval on the “food delivery/take-out” service.
