According to Weber(1964)and others, the bureaucratization of modern industrial and post-industrial societies has led to certification via examinations as a major end for schooling (Macdonald, 1977). Certification server as a means of selection for employment (including indirect access, via further and higher education) and thus satisfies the utilitarian aim for education. In this way, certification server as a mediating factor between the educational outcomes of schooling, and the real demands of employment, without necessarily reflecting either (Dore, 1976; Oxenham, 1984).
