I spoke with our head design engineer regarding this question. Here is the response:
ASME Boiler and Pressure Vessel Code, Section VIII, paragraph UG-43 (d) says “The distance from the inside surface of the vessel to the bottom of a drilled hole to be tapped shall not be less than the corrosion allowance plus one-fourth of the minimum required wall thickness”
There is no effect on pressure because the distance from the inside surface to the drill point is greater than the minimum required in ASME B&PV code.
