In early interviews with members of the Center for Performance Improvement
(CPI) and the Training Directorate it was noted that there was an abundance of training
being delivered to clients without a clear indication of need. The creation and
implementation of this training was costing the INEEL in lost production hours by
employees receiving the training as well as in training development costs. This spawned
the need for improved tools to identify the performance deficiency in a situation and
determine what interventions are best suited to solve that problem. The online version of
the PAW was designed to help the analysts and authors make better selection of
interventions to solve the problems identified in the root cause analysis process.
