Referring to the Operational Review Audit at Houay Ho Power Company (HHPC) by GDF SUEZ Energy International Asia-Pacific was held in November 2013 and come out with high priority recommendations were identified in the Environmental, Health and Safety areas. The further integration of HHPC into the Glow Group by additional support and training would significantly enhance the closing of the identified internal control gaps. After HHPC acquisition in 2009 Glow management had start implemented EH&S management system. The integration plans were set to manage HHPC EH&S according to Glow’s standard. Although the plant was under management of GDF Suez prior to the acquisition, it was managed using limited procedures developed by the plant staff. Several integration actions have been taken and Glow procedures have been adopted. However, the implementations have been difficult due to (i) remote location of HHPC plant and office and (ii) HHPC line managers get accustom to what they have done for more than 10 years and what they think “adequate”. Glow had provided periodic internal audits by Glow EH&S Team and plant managers to assess the compliance of Glow Group EH&S policies & procedures and it are continuous process. After January 2014, Glow’s top management decided to implement ISO system such as OHSAS18001 and ISO14001 in order to sustain EH&S management system in HHPC and support HHPC management team.
