Task Complexity
Complex tasks may also encourage network collaborations. When local governments face
problems for which they lack adequate capabilities to address, they are more likely to collaborate (Goldsmith and Eggers 2004; Weiss 1987). Establishing alliances with other
partners may increase organizational capacity to handle wicked problems that cannot be
handled independently or divided into simple parts (Bogason and Musso 2006; O’Toole
1997, 1999, 2004; Bueren, Klijn, and Koppenjan 2003).
