Considering that 8 years ago all the humans older than 12/13 (except for those experimented on by the JIDA and possibly similar organizations throughout the world) died from a virus, how old does that make her parents at the time of her conception? 15-16 at most. And this speaks for itself about how… disturbing, to put it mildly, the state of things is in Japan.
