4.3. Reduce the pressure of nature reserve by combing with the
national poverty reduction program and sustainable development
Extreme climate change events have a significant impact on
production and living of surrounding communities in nature reserve.
Therefore, we should utilize in the process of national planning
and implementation of the project to strengthen the
infrastructure and improve the adaptation ability of the surrounding
communities. Because it is prohibit to use of forest resources,
most of the surrounding communities sill living in poverty. Therefore,
the most nature reserves and national poverty areas are overlapped.
Poverty led to serious pressure and risk to the nature
reserves and increased the vulnerability to adapt climate change.
China government made regional development and poverty alleviation
planning for the poverty areas. Therefore, the nature reserves
should be included in the overall layout of the government poverty
planning and increased the support for the nature reserve construction.
In addition, we can reduce the pressure on the nature reserve
by proper development of the ecotourism and agriculture,
transfer the traditional living and production ways combing both
avoiding disadvantages and using advantages of climate change.
