People who live in slums are considered to be of no use to the city. They are thought of as criminals or prone to criminal activities. Thus they tend to be disliked, feared, and marginalised. And yet, they constitute a large number of votes in a municipal election. Therefore the Municipal Authority registered Ra Kaeng and Hua Fai in 1984-85 as crowded communities, having elected committees to represent them in their contact with the Authority. Kamphaeng Ngam was registered in 1995 when it was separated from Hua Fai. Nothing much was done foe the neighbourhoods by these committees as they always had to fight for favour from local politicians. The favours they obtained were only through emphasizing their own marginal status as slum communities, their poverty and their incapacity.
