Currently, when we are witnessing processes of internationalization and globalization, growing competition
between nations and emergence of knowledge society, human resources management is gaining increasingly more
significance. This is of special importance to those countries, which have limited natural resources and material
resources, and socio-economic development of which is highly determined by the quality of human resources and
ability to enhance the potential of their human resources (Chlivickas, 2012; Chlivickas, 2010a; Chlivickas, 2010b;
Bovaird & Loffler, 2009).
