Fresh water is a finite and precious resource essential for
sustaining life and health, and for ensuring the preservation of
ecosystems. There is evidence of an emerging globalwater crisis that
will threaten lives, sustainable development, and even peace and
security. Population growth coupled with rapid urbanization,
changing lifestyles, and economic development has led to increasing
pressure onwater resources. Over 1 billion people lack access to safe
drinkingwater, and an estimated 80% of child deaths fromdigestivetract
diseases such as diarrhoea (approximately 2 million per year)
are caused by consumption of contaminated drinkingwater (Balbus
and Lang, 2001). Against this background the European Union (EU)
Council resolution of 30 May 2002 has endorsed the EU Water
Initiative (EUWI, 2008), which highlights the importance of
integrated water resources management, and emphasizes the need
to balance human water needs with environmental preservation.
