The costs of inaction for school readiness,
like the benefits, can also be calculated for
individuals and society. When considering
the life-cycle perspective that informs the
CFS model, there are three situations in
which inaction costs are most felt: a) during
the first three years of a child’s life; b)
between ages 3 and 6 years; and c) at the
primary school level, (6 years and older).
