One of the most familiar forms of contemporary governance is policy networks. Such networks comprise a wide variety of actors-state institutions, organized interests and so on – in a given policy sector. Networks vary considerably with regard to their degree of cohesion, ranging from coherent policy communities to single-issue (or issue-specific) coalitions (Rhodes,1997). Policy networks facilitate coordination of public and private interests and resources and, in that respect, enhance efficiency in the implementation of public policy.
