tools employed to solve practical problems. The results
of this sectoral thinking, which does not contribute
to a holistic fisheries management, can be observed in
the fact that the consequences of the policy deviate
from the aim of the policy. Hence, the concept of
technology is clearly more than isolated considerations
of techniques, technical processes, and technical
solutions.
