The evolution oftheinternetactionproblemsfollows the sequence ofquantitativechangetoqualitativechange to qualitative change to qualitative change, etc. The evolution has a waving type of pattern. The mutation theory points out that the conversion of one state to another can be completed in two ways, mutation and gradation. These different ways of evolution generate different impacts on the social stability. The evolution of the internet action problems is partly dependent on the changes of the internet environment, and partly dependent on the control means and conditions of the government. According to the analysis of the mutation model, it is clear that the internet action state model for studying the evolution pattern can be established by fmding out the state variables representing the quantitative change, and the condition variables (Le. controlling variables) which cause the change ofthestate of the internet action-affected state in the internet development.
