Introduction
Being the largest developing country, China has undergone rapid economic development, which has resulted in severe environmental deterioration. As the major cause of, and an important part of the solution to environmental issues, the enterprises in China are now facing unprecedented challenges to implement more sustainable practices to support current pace of economic growth (Yuan and Bi, 2006). Cleaner Production (CP) has been adopted by the Government of the People’s Republic of China as one of the prime tools in its fight against industrial pollution (Shi and Qian, 2002; Hicks & Dietmar, 2007). The Cleaner Production idea was first introduced into China in 1990s and the State Environmental Protection Administration (SEPA) and Nation Economic and Trade Commission (NETC) proposed the strategy of Cleaner Production in China in 1993. After one decade’s practice, the National People’s Congress examined and approved the Cleaner Production Promotion Law of People’s Republic of China on June 29, 2002, which is a milestone of full implementation of Cleaner Production in China ( Duan et al., 2009).
