Design principle 6 requires that users and their representatives quickly and inexpensively address conflicts (Ostrom, 1990 and Ostrom, 2010). Fishers have developed social and administration-based conflict resolution mechanisms to tackle conflicts over the allocation of time, space, and fishing equipment in coastal fisheries in FCAs in Niigata prefecture (NPFMRI, 2012). In addition, because a fisher's membership to an FCA can be revoked, members tend to maintain harmonious relationships with fellow members, even if breaking rules could generate extra profits such as by catching more fish in Niigata prefecture (NPFMRI, 2012).
