The educational level of individuals is constantly increasing, but this trend is not considered to be sufficient to alleviate the scarcity of top talent. As the competence of higher education graduates increases, the demands for talent increase proportionally. The relationship between the content that is learned in formal education ans the demands of the world of work is complex. Investments in formal learning increase the employability of graduates, but it is unclear as to whether such investments actually increase the productive capabilities and competence of graduates.
