These taxes arc the most obvious direct charge on the private car. However, there is little evidence that they, or taxes on car purchase, have a significant impact on car ownership. Even if they were to do so, they would have no effect on car use. Indeed, by increasing the proportion of car use costs which are fixed, they could potentially have the opposite effect. They are, however, a major source of revenue which can potentially be used to finance transport investment.
