However, despite the bright prospects of Mindanao’s agricultural sector, there is scope for improvement so as to exploit the full potential of its endowments. Agricultural productivity is low owing to its technology lag, high production costs, and shortage of skilled labour. Although labour productivity in Mindanao’s agricultural sector varies from province to province, it is in particular need of improvement in Zamboanga Peninsula, Caraga, and the Autonomous Region of Muslim Mindanao (ARMM) where it is below the national average (Figure 2.7.7).
