Public sector workers belonged to the Labour Congress of
Thailand (LCT), one of the most active opponents of the
military's interference with the country's labour relations.
I n June 1991, the then President of the LCT, Mr. Thanong
Phodhi-an, disappeared during a planned trip to Geneva
where he was to raise the issue of Thailand's labour violations
with the ILO. He is still missing, to this day.
