Political/public office holders are considered to be
amongst the topmost corrupt leaders and that their names were prominent in various
articles in developing countries and the Western media[1] on corruption and illicit
money flows (Hodees, 2004; Martens, 2007). Transparency International (TI) has rated
a number of developing countries as one of the most corrupt nations in the world since
the release of its Corruption Perceptions Index (CPI) rating in 1996[2].
