Using quantitative methodology research design this researcher explored the nature and characteristics of a learning organization to the extent the elements within the learning organization were related from the criteria of a Malcolm Baldrige National Quality Award (MBNQA). The MBNQA has been used successfully to transform many organizations. A survey was conducted of minority-owned small business owners within the United States. Understanding the changes that minority-owned small business owners face in managing their resource constraints in daily activities is essential. It is anticipated the findings will be used to formulate elements and criteria that may guide minority-owned small business owners to become more competitive in business and create more effective learning organizations.
