the words "central area primarily for shopping and other business," it was to be assumed for the purpose of assessing compensation "that planning permission would be granted in respect of [the plaintiff's properties] for office development," in accordance with section 16 (3) of the Land Compensation Act, 1961. On January 19, 1967, the council issued a summons asking that the originating summons be set aside on the ground that the court had no jurisdiction to deal with the matters raised therein.
