Riverside safety is being reviewed after the death of a Durham University student.
Euan Coulthard, 19, of Bottesford, Leicestershire, disappeared after a night out in Durham on 14 January. His body was found in the River Wear a week later.
Durham Police said there was nothing suspicious about his death.
A safety review will now be led by the Royal Society for the Prevention of Accidents (RoSPA).
The City Safety Group - involving Durham County Council, Durham University, the Students' Union, police and Durham Cathedral - met after Mr Coulthard became the third university student to die in the river in 18 months.
A spokesman said "an informed and measured response" was needed to address a "complex range" of issues.
An inquest into Mr Coulthard's death is expected to open later this week.
