Sugar is the second cash crop, grown on about 45,000 hectares and processed
by four industrial mills and about 1,000 artisanal mills; output from
the industrial mills in 1984 was about 46,000 tons. The country consumes
all of its domestic production and since 1977 has been a net importer of
sugar. Other export crops are mangoes, cocoa and essential oils. Both cocoa
and essential oils, however, recorded a sharp decline in exports in the first
half of 1984, and in March 1985 the government removed all taxes from
essential oil exports
