เป็น โครงการที่ พระบาทสมเด็จพระเจ้าอยู่หัวได้ทรงริเริ่มดำเนินการทดลองการแปรรูปผลิตผลการเกษตรขึ้นใน พระราชวังตั้งแต่ปี พ.ศ. ๒๕๐๔จากการที่ พระบาทสมเด็จพระเจ้าอยู่หัว ภูมิพลอดุลยเดชฯ เสด็จพระราชดำเนินไปทรงเยี่ยมพสกนิกรในพื้นที่ต่าง ๆ ด้วยทรงมีพระราชประสงค์ที่จะเห็น ประชาชน อยู่ดีมีสุขตามสมควรแก่อัตภาพ โดยเฉพาะอย่างยิ่งผู้ประกอบอาชีพทางด้านเกษตรกรรม ซึ่งถือว่าเป็นอาชีพหลักของประเทศ จึงทำให้เกิด “ โครงการส่วน พระองค์เกี่ยวกับการเกษตร สวนจิตรลดา” ภายในบริเวณพระตำหนักจิตรลดารโหฐาน อันเป็นราชฐานที่ประทับในปีพุทธศักราช ๒๕๐๔ โครงการส่วนพระองค์ สวนจิตรลดา มีวัตถุประสงค์ในการดำเนินงาน เพื่อศึกษา ทดลองและวิจัยหาวิธีแก้ไขปัญหาเกี่ยวกับงานทางด้านการเกษตรต่างๆ เช่น การปลูกข้าว การเลี้ยงโคนม การเพาะพันธุ์ปลานิล และอื่นๆ อีกมากมาย ซึ่งผลการศึกษาสามารถนำมาประยุกต์ใช้เป็นแบบอย่างในการนำไปปฏิบัติตาม นอกจากนี้ยังเป็นการ ดำเนินการ โดยไม่มุ่งหวังผลตอบแทน จึงมีโครงการที่ตั้งขึ้นเพื่อบรรเทาความเดือดร้อนของราษฎร เช่น เมื่อเกิดปัญหาน้ำนมดิบล้นตลาด พระบาทสมเด็จพระเจ้าอยู่หัว ได้ทรงพระกรุณาโปรดเกล้าฯ ให้สร้างโรงนมผงขึ้น เพื่อแปรรูปน้ำนมดิบให้เก็บไว้ได้นาน โดยพระราชทานพระราชทรัพย์ส่วนพระองค์เป็นทุนในการก่อสร้าง และยังมีการตั้งศูนย์รวมนม เพื่อรับซื้อน้ำนมจากเกษตรกรผู้เลี้ยงโคนมอีกด้วย
