Limitations of the Current Plan
Lao PDR faces the following key issues in relation to numbering space management:
• Availability of lead digitsfor future services;
• Clarity of specification of uses of numbers; and
• Efficiency of use of numbers.
Adjustmentsto the number plan can address the first two issuesbycompressing the fixed number space to release digits for the number space for new services and introducing a Numbering Administration Manual.
The third is a greater challenge as it is not a limitation of the Plan but rather a consequence of current regulatory and industry practice and will affect options for any corrective measure. The provision of numbers in large blocks (either 100 thousand or 1 million) means that there is little incentive for an operator to be efficient in assignment of numbers to subscribers (although it seems that operators have been reasonably so).
As a consequence any measure to improve efficiency of use of numbers across the currently allocated blocks will be disruptive to operators and to subscribers. Accordingly any efficiency improvement measures need to balance the level of disruption against the benefits of improved efficiency.
The MPT already charges a once off allocation fee and an annual fee for the ongoing use of telephone numbers. For fixed services the annual fee is on active subscriber while for mobile and WLL, the fee is based on numbers allocated whether active or not. Charging for numbers is both a source of revenue andwhere the charge is on numbers allocated, assists efficiency of use of numbers. Where the arrangement is to charge the operators was for all numbers allocated to them – not just numbers in use, the operators would be keen to use their stock of numbers more efficiently. Stocks of numbers that they felt were more than their needs would be returned to the MPT for later allocation as needed and provide the MPT with opportunity to more tightly manage the number space and introduce new planning and management measures.
Limiting features of the current National Number Plan that require attention are as follows.
1. Every digit of the current Number Plan is applied to existing services (with digit ‘9’ unused and available for future number plan development); consequently there is no ready means of accommodating a new kind of service that would warrant a new number designator.
2. The Plan is set out as an open plan (using area codes for fixed services and allocation to operators of set blocks which become effectively “operator prefixes” for all services). However the arrangement in respect of mobile services requires the dialling of the full NSN for each call, rendering the arrangement effectively a closed plan in respect of mobile services.
3. The ‘1’ range is congested and contains repeated or similar services andwarrantre-specification. Analysis of this range highlights the following issues:
• Use of ‘19XX’ for emergency services is out of step with international practices which increasingly accommodate the GSM / Euro standard ‘112’ emergency call service (however the re-specification to 119X is noted).
• The ‘10XX’ range is reserved for international and national operator assisted trunk dialling. Such services could be better aligned with wider international practice and enable the reuse for short codes of this range by placing it in the ‘0XXX’ range which is underutilised.
• ‘11’, ‘12’, ‘17’, as specified for operator uses (some being ‘On-Net’) is reasonable but the ’13, ‘14’, ‘15’ specified for public access to Government agencies seems misplaced and more properly offered as ‘Freephone’ or ‘National Rate’ services established as ‘08xxxxxx’ and ‘07XXX’. It is reasonable to establish some of the space ( ‘16’ and ‘18’) for Non Profit and Community Service purposes but these should be four digit services to maximise availability for this purpose.
4. There seems no specification for ‘Freephone’, National Rate or ‘Premium Rate’ services which are important services for commerce in other countries. With the Number Plan re-arrangements proposed, such services could be offered as ‘08XX’, ‘07XX’ and ‘09XX’ (for four digit services) or ‘08 XX XXX’, ’07 XX XXX’ and ’09 XX XXX’ (for seven digit services
