Chris Kaye of Chon Buri asked if anybody could explain the mentality of people who delight in generating unpleasant and annoying sounds. I also have asked this same question, with no answers forthcoming.
After living in Jomtien/Pattaya for 10 years, the noise became so unbearable that we moved down the coast to the "quiet fishing village" of Bang Saray in Sattahip. We purchased a beautiful house in a village close to the main beach and municipal park.
This move proved to be disastrous. The loud music noise coming from parked vehicles on Beach Road regularly starts around 10pm and sometimes continues into the early morning. The booming bass vibrates the walls of our house. The cars and pickups come from all over and their windows, doors and boots are left wide open while the owners sit on the beach. 
Complaints to the local municipal office and police have been a waste of time. 
There is a complete disregard by these "brain dead/stone deaf" people for residents who have purchased expensive homes nearby seeking a quiet environment. 
In addition, the local powers-that-be set up stages in the park for loud Isaan-music concerts on most public holidays. This week the "festival" has been in operation for five days and nights of sheer hellish noise. There seems to be no law in existence to assist those affected.
