The selection of leadership
in a country rests on the electoral system, making it crucial to the successful
functioning of the government. Maurice Duverger (1984: 35) claims:
‘[Proportional representation] generally weakens democracy and . . . plurality
and majority systems strengthen it.’ Pippa Norris (1997: 311) examines the
advantages and disadvantages of different electoral systems. In the end, she
concludes that there is no best system. The question then becomes: Is it simply
enough to have an electoral system or is a certain system in fact better than
another for democratic performance?
