In part this has been due to recessions in
the chemical industry – few new plants have been built – but there are also
other reasons: our natural caution and conservatism when innovation is
involved and the fact that inherently safer designs require more time during
the early stages of design for alternatives to be evaluated and new ideas
developed, time which is often not available if the plant is to be ready in
time to meet a market opportunity.
