1. Mix coconut milk with sugar. Heat sugar until dissolve and set aside.
2. Knead rice flour with toddy palm. Add coconut milk for kneading together with the dough (It takes time about 20-30 minutes) until the dough thick like a mud. Close the lid and leave the dough for 6 hours .
3. Add baking powder and stir to combine. Drops into palm leaves, banana leaf or cup.
4. Topped with salted coconut. Steam in boiling water for 20-30 minutes.
5. Set aside to cool and ready to serve.
