Abstract (summary)
Ethical School Leadership: Transforming Perspectives on Policy and Political Influence is a training guide for aspiring and practicing school principals. The purpose of the text is to provide a framework for clarifying ethical foundations and relating thoughtful decision-making to the realities of work in a political and policy-driven environment. Thus, the information related to ethics, policy, and politics is highly integrated. The text acknowledges schools as dynamic and unique organizations, and challenges readers to identify with leadership as a highly personal and changing role.
Borg and Gall's (1989) research and development methodology was used as a guide to create and refine the text. Following the initial review of literature, school administrators and professors in Kansas were asked to provide feedback on a preliminary outline. Graduate students in educational administration later reviewed the first draft of the text. Following revision, field experts from throughout the United States were involved in evaluating the text. The final revision was read and appraised by teams of aspiring principals. An "outside" blind review of comments offered by field experts and teams was conducted to validate the researcher's perceptions of evaluation feedback.
Conclusions of this study include: (a) ethical decision-making is important to meaningful and effective school leadership, (b) while ethical leadership is considered important in both the educational and business literature, actual training materials for school principals is limited, (c) both aspiring and practicing school leaders, as well as experts in the field, identify the scenarios, "action steps", and other "hands-on" materials as critical elements of an effective text addressing ethics, policy, and politics, and (d) aspiring principals note that the opportunity to reflect, write, and then discuss with other educators the "real" and practical school issues offered in the text is a powerful and important experience.
